The Italian and European welfare system has been through a number of changes in the last decades, which have modified the original structure. The recent modifications have shaped new symmetry criteria between social categories, generations and gender. These modifications have shifted away from concentrating on the common good, and have made the economic and financial sustainability of the system itself the new core; this has reduced the reach of citizenship rights. However, the debate on the optimal structure of national and community welfare systems is still open. The journal’s objective is to bring out the equity/inequity of the welfare system, every time looking at the beneficiaries in an ever shifting socio-cultural context and focusing on the themes which are perceived as being the most relevant. As Bartocci wrote in 1995, the variable geometry framework identifies the emerging trends, providing an interpretation toolkit to assess the directions they can give to the social system, to evaluate the degree of compatibility between social needs and development policies to which the democratic balance of a country is closely linked. The journal, in its monographic nature, provides a new mode for looking at the social question, attempting to respond adequately to the diverse needs of individuals. Planning policies according to the principle of participation could generate positive feedback on the efficacy and efficiency of the welfare system of the future.
