The Every Child Matters agenda is turning out to be, as everyone knew it would, much easier to write than to implement on the ground. It is the first time that the different professions in education, health and care have been required to work together to support children at risk. Its new, uncharted, territory. The professionals work in different contexts, have different cultures and different practices. Communication is often poor within organisations let alone between them. Yet every enquiry into a child’s unnatural death points to poor inter-agency cooperation. The problem goes much deeper than logistics. Professionals are often not equipped to recognise problems with children as they emerge and they often do not know what strategies are available to respond effectively. In short good practice and well-researched interventions, when they do emerge on the ground, are not being disseminated effectively.
