The Journal of Policy Reform focuses on a new, dynamic area of research which has emerged during the last decade: policy reform. The journal draws upon what lessons can be learned from the successes and failures of countries undertaking reforms and how existing theories can be developed to shed light on positive as well as normative aspects of the reform process. The Journal of Policy Reform encourages work from economists and political scientists on policies to promote growth and reduce poverty, intellectual property rights (trade, patent, and copyright issues, including AIDS treatments), aid versus trade, debt and debt relief, taxation and social security systems, military issues, including terrorism, surveys of key reform issues (dollarization, currency boards, privatization, financial regulation, including the opening of stock exchanges), as well as corruption, democracy, emerging markets and the role of multilateral institutions (IMFconditionality, the moral hazard of IMF lending, the role of the IMF in developing countries, the division of labor between the Fund the World Bank, the WTO and the United Nations.) The social safety net in the transition to growth in a free but regulated market context is also a relevant issue for building political support for reform.
